PPSO Participation in Multi-Jurisdictional Investigation of New Orleans Area Vehicular Burglaries and Auto Thefts Yields Two Arrests & Additional Leads Connecting Other Co-Conspirators to Plaquemines Parish Incidents

Belle Chasse, LA - Sheriff Gerald A. Turlich, Jr. announces two arrests have been made in connection to the recent vehicular burglaries and auto thefts in Plaquemines Parish. Plaquemines Parish Sheriff's Office's (PPSO) participation with multiple New Orleans area law enforcement agencies resulted in the arrest of Keilan Harris, 24, of New Orleans and Kylan Goodall, 19, of Terrytown.

On the night of January 16, 2022, a sports utility vehicular (SUV) containing a firearm was stolen while another SUV was burglarized resulting in the loss of property valued over $25,000. Both vehicles were unlocked and located in the Parks of Plaquemines subdivision in Belle Chasse. In the early morning of January 19, 2022, another unlocked vehicle located in a neighborhood along the Woodland Highway corridor in Belle Chasse was burglarized. PPSO Investigation Bureau participated in an investigation of the burglaries and auto theft in coordination with the Jefferson Parish Sheriff's Office, Louisiana State Police and the New Orleans Police Department. As of January 20, 2022, six arrests have been made throughout the New Orleans area along with the recovery of the stolen SUV and firearm. Keilan Harris was arrested in New Orleans East by the Louisiana State Police and PPSO Detectives for Possession of Stolen Property relative to the stolen SUV reported in Plaquemines Parish. Detectives discovered the stolen SUV had already been equipped with a fraudulent license plate and vehicle registration.

In an unrelated string of vehicular burglaries that occurred on Christmas Eve of 2021 and in the early morning of January 22, 2022, PPSO reported numerous vehicles burglarized and three (3) vehicles stolen with all the vehicles accessed through unlocked doors. On the evening of January 27, 2022, investigators from the PPSO Investigation Bureau and Drug Interdiction & Crime Enforcement (DICE) Unit, PPSO Patrol Division and officers assigned to the Westbank Task Force; that includes PPSO, Gretna Police Department, Jefferson Parish Sheriff's Office and Orleans Parish Criminal Sheriff's Office, located a vehicle reported stolen in Plaquemines Parish in the Terrytown area of Jefferson Parish. After the driver attempted to evade law enforcement, Kylan Goodall was identified as the driver and was arrested for Possession of the Stolen Vehicle (January 22) and Possession of a Stolen Firearm (from the Christmas Eve burglaries) by PPSO and the Westbank Task Force. A subsequent investigation resulted in the recovery of various items connected to multiple vehicular burglaries that occurred on January 22 and Christmas Eve 2021 as well as a large amount of marijuana.

"Although Plaquemines Parish is one of the safest communities in the state, we are not exempt from criminal activity especially with our close proximity to larger jurisdictions. As we continue to adjust our tactics to better protect our residents and their property, we ask our residents to help us prevent crimes like vehicle burglaries and auto thefts by locking your vehicle doors and removing all valuables daily," said Sheriff Turlich. "Furthermore, I would like to thank everyone in the community that contributed information to these investigations and a special thanks to the persistence and dedication of our deputies involved in this investigation. Deputies among different divisions within our department have been working around the clock and will continue until all the accomplices of these crimes are brought to justice."

As of today, January 28, 2022, Harris and Goodall are collectively connected to the majority of the vehicular burglaries that occurred in the past month with four of the five auto thefts being recovered. Both Harris and Goodall have extensive criminal records which includes a history of multiple burglaries, thefts and firearm related charges. As this is an ongoing investigation involving multiple New Orleans area law enforcement agencies, additional charges are pending in Plaquemines Parish once these individuals are released from the arresting jurisdictions along with the issuance of warrants for other individuals connected to these crimes.
